Contract Overview

SeaPort Enhanced (SeaPort-e) has made electronic procurement of Engineering, Financial, and Program Management support services a reality. Using SeaPort-e, the Navy Virtual SYSCOM (VS) Commanders (NAVAIR, NAVSEA, NAVSUP and SPAWAR) has adopted an integrated approach to contracting for support services.
The SeaPort-e portal provides a standardized means of issuing competitive solicitations amongst a large & diverse community of approved contractors, as well as a platform for awarding & managing performance-based task orders. This unified approach allows SeaPort-e service procurement teams to leverage their best work products, practices, & approaches across the Navy's critical service business sector. Simply stated, SeaPort-e provides a faster, better, & more cost-effective means of contracting for professional support services.

Quality Assurance

A solid Quality Assurance (QA) process is critical to successful program execution. QA is the process of auditing the contract quality requirements and the results of the quality measures obtained through monitoring work performance, to ensure appropriate quality standards and operations definitions are achieved. Both the customer and the contractor must clearly define what constitutes acceptable performance and develop a culture of quality that strives to meet those requirements and understands and corrects deviations from quality standards. CLI Solutions employs this culture of quality as an enterprise value and extends it to all aspects of business operations and contract execution. Quality assurance is an enterprise value that is built in to CLI Solutions’ business operations and contract execution processes through quality planning, in-process quality assurance/surveillance and implementation of quality control tools and techniques. Our QA process is executed through a variety of mechanisms, to include:


CLI uses in-progress audits to verify that planned activities are being performed, designated work products are being developed, and approved standards and policies are being followed. Audits verify that the processes and procedures specified in the QC Plan are implemented, producing the desired results in the most efficient and effective manner. Additionally, implementation of lifecycle audits conducted at the completion of each phase of the contract lifecycle help verify that needed activities and products were completed; action items were resolved; discrepancies were documented; and lessons learned were formally captured, reported, and disseminated.

Process Analysis

Periodically throughout the project life cycle, process analysis reviews are used to identify any needed process improvements. The review examines problems experience, contact and non-value added (NVA) activities that, if improved or corrected, will deliver higher quality and generally lower cost through efficiencies gained.

Lessons Learned

CLI collects lessons learned by conducting “mini” After Action Review (AAR) sessions and launching quality-focused satisfaction surveys (formal and informal). Lessons learned and improved operating procedures are disseminated to the team via regular team meetings; standardized email alerts; and other paperless collaboration methods consistent with the constraints and security requirements of each project.

Performance and Document Reviews

Performance and document reviews are evaluations aimed at ensuring services provided comply with the applicable standards while meeting Government requirements. The Program Manger will ensure accurate completion of all required reports using the government supplied formats (when available) within the required reporting timelines.
